Who we are

Harry has over three decades of leadership in strategic procurement, commercial advisory, and public sector governance. Harry is a pre-eminent expert in Defence acquisition and sustainment, having served as Acting CEO of the Defence Materiel Organisation (DMO), Deputy Secretary of CASG, and General Manager Commercial.

Harry has led major Commonwealth procurement reforms, developed acquisition strategies for multi-billion-dollar Defence programs, and advised on projects such as SSN-AUKUS, AIR6500, GWEO Enterprise, and Defence ERP. His expertise spans legal, probity, and commercial frameworks, with a deep understanding of the Public Governance, Performance and Accountability Act and Commonwealth Procurement Rules.

With over 20 years of probity advisory experience, including service on the Defence Science and Technology Organisation’s Probity Board, Harry is a trusted adviser to senior government stakeholders. His leadership has shaped Defence’s contracting models, industry engagement, and procurement policy.

Harry holds a Master of Laws (Environment), Bachelor of Laws (Hons), and Bachelor of Arts from the University of Queensland. He is a solicitor of the Supreme Court of Queensland and a member of the Australian Institute of Company Directors, with board roles across community and national organisations.

Dr Andrew “Jacko” Jacopino has a unique and diverse set of skills and experiences based on over 30 years of commercial, engineering and logistics experience. Although best known for his work on Performance Based Contracts (PBC) and Collaborative Contracting arrangements, as a former Assistant Secretary within the Australian Department of Defence he has extensive skills and experience in designing, leading and running large scale commercial operations, focusing on long-term, collaborative arrangements. Andrew is a Fellow of World Commerce and Contracting, and in 2018 released his book, Mastering Performance Based Contracts.

Bev is a Lead Adviser in Ngamuru Advisory. Bev is a successful project manager and commercial contracting specialist with more than 20 years of experience managing multi-billion dollar Defence, government and industry projects.

Bev has extensive experience operating at Senior Executive level in both government and industry and has an excellent track record of managing high profile complex projects and programs to achieve successful outcomes. Prior to commencing with Ngamuru Advisory, Bev  held a senior commercial position in one of the world’s largest Defence companies.

Bev holds a Masters degree in strategic procurement, and she is expert in the development of  acquisition strategies and Approaches To Market (ATM), leading the planning and execution of tender evaluation, contract drafting, leading contract negotiations and managing complex contracts to achieve outstanding outcomes. Bev is a strategic and creative thinker, crafting innovative ways to solve complex problems which benefit the customer organisation through cost savings and productivity improvements.

Bev has experience in developing policy on a wide range of subject matter for multiple government departments including: Defence, Finance and Foreign Affairs and Trade and for industry.

Bev is an experienced manager of high performing teams and has been formally recognised for her leadership skills on many occasions.

Taylor is a highly experienced commercial adviser specialising in complex Defence and government procurement, commercial strategy, and collaborative contracting. She has advised the Department of Defence, Australian Submarine Agency, Airservices Australia, and Defence industry, supporting major capability, infrastructure, technology and service delivery initiatives in highly regulated and stakeholder-intensive environments.

Taylor has advised organisations across the full procurement lifecycle, from early market engagement and commercial strategy through to tendering, evaluation approaches, and negotiation strategies, and has acted as lead commercial negotiator on behalf of clients for major procurements. Taylor has also supported clients in commercial management of complex contracts, including advice on commercial disputes and issues, support to large contract change processes, and review of contract performance to improve outcomes. She is known for helping clients structure and negotiate complex commercial arrangements that balance strategic objectives, delivery risk, probity and value for money outcomes.

Taylor brings particular expertise in Defence commercial arrangements involving sovereign capability, strategic partnerships, and international engagement. Her specialist experience includes the development and negotiation of Memorandums of Understanding and other international arrangements to support cooperative programs with partner nations, Foreign Military Sales with the United States Government, and commercial arrangements involving major Defence primes and international government stakeholders.

Jessica is an accomplished procurement, contracting and probity specialist with extensive experience supporting complex Defence and Federal Government programs. As a Lead Adviser, she advises clients across the full procurement and contract lifecycle, including procurement strategy, market engagement, tendering, evaluation, negotiation, contract management and probity.

Jessica has contributed to significant Government initiatives, including the Future Submarine Program, Joint Strike Fighter Program, Defence Enterprise Resource Planning Program and the decommissioning of the Northern Endeavour Floating Production, Storage and Offloading facility.

Jessica brings a calm, pragmatic and structured approach to high-value, complex and sensitive procurement environments. She helps clients navigate complexity with confidence by managing procurement, commercial and probity risks, developing defensible sourcing approaches, negotiating robust commercial arrangements and strengthening governance.

She works closely with clients to uplift procurement and contract management capability and support practical, fit-for-purpose outcomes.

Jessica holds a Bachelor of Laws and Legal Practice and a Bachelor of Commerce, majoring in Finance, and is admitted to practice in the Supreme Court of South Australia.

Barry Fosberry is a highly experienced commercial advisor and program specialist with extensive expertise in complex procurement, contract governance, ICT transformation, and strategic program delivery across the Australian Government. With a career spanning Defence, Digital Health, Immigration, and Industry, he has successfully led multi-billion dollar programs, advised on high-stakes procurement decisions, and developed governance frameworks that drive efficiency, accountability, and value for money.

Barry’s deep understanding of Defence acquisition, ICT procurement, and complex transformation has made him a trusted advisor to government clients. His ability to navigate complex procurement frameworks, conduct rigorous value-for-money analyses, and lead high-performing teams has contributed to the success of critical government initiatives.

With two decades of experience in professional services (Deloitte, EY, PwC) and a strong background in Commonwealth finance and procurement (including Executive Officer and Chief of Staff roles at Department of Finance), Barry excels at bridging strategic vision with operational execution. His expertise in commercial assurance, stakeholder engagement, and risk management ensures that major programs and procurement activities are structured for long-term success.

Nicole (Nicki) is a Senior Adviser for Ngamuru Advisory, joining the team in December 2020. Nicole has spent the last 20 years working in both legal and senior contract commercial roles across private industry and state and federal government, developing extensive experience in contract negotiation and life cycle management, supplier procurement, dispute resolution, commercial governance, shared services management, and business, systems and organisational transformation.

Having worked as a senior commercial adviser supporting major infrastructure projects in the construction, telecommunications and the Defence industries, Nicole is committed to furthering customer strategic outcomes through strong commercial relationships, an understanding of customer objectives and by providing tailored commercial and business advice and solutions.

Most recently Nicole has worked in the Defence Industry, aligning the commercial contracting strategy across multiple sustainment and acquisition projects in support of the Commonwealth. With extensive experience in leading both small and large commercial teams in complex stakeholder environments, and a strong commitment to optimal government outcomes, Nicole looks forward to working closely with your people to support and mentor them in achieving their commercial goals.
