Our Journey

“Ngamuru”, pronounced Na-moo-roo means “compass” or to “see the way” in one of the Eora people’s languages.
We are not an Aboriginal and Torres Strait Islander business, but we are committed to reconciliation. We are proud to have adopted the Eora word ‘Ngamuru’ as the name of the business following consultation with Guwaali (a cultural services consultant) and elders from the Sydney Metropolitan Local Aboriginal Land Council. Our name reflects not only our vision for what we want to be for our clients as way finders but also promoting and normalising the use of our first nations’ languages in the day to day.

Managing Director & Principal Adviser
Harry has over three decades of leadership in strategic procurement, commercial advisory, and public sector governance. Harry is a pre-eminent expert in Defence acquisition and sustainment, having served as Acting CEO of the Defence Materiel Organisation (DMO), Deputy Secretary of CASG, and General Manager Commercial.
Harry has led major Commonwealth procurement reforms, developed acquisition strategies for multi-billion-dollar Defence programs, and advised on projects such as SSN-AUKUS, AIR6500, GWEO Enterprise, and Defence ERP. His expertise spans legal, probity, and commercial frameworks, with a deep understanding of the Public Governance, Performance and Accountability Act and Commonwealth Procurement Rules.
With over 20 years of probity advisory experience, including service on the Defence Science and Technology Organisation’s Probity Board, Harry is a trusted adviser to senior government stakeholders. His leadership has shaped Defence’s contracting models, industry engagement, and procurement policy.
Harry holds a Master of Laws (Environment), Bachelor of Laws (Hons), and Bachelor of Arts from the University of Queensland. He is a solicitor of the Supreme Court of Queensland and a member of the Australian Institute of Company Directors, with board roles across community and national organisations.
